How can we concentrate superior resources to jointly tackle key core technologies along the key industrial chains of the manufacturing sector? The key lies in the word "cooperation". For the steel industry, concentrating superior resources from upstream and downstream to jointly carry out the work requires doing two aspects well.
On the one hand, clarifying one's own superior resources, focusing on key core technological problems, accelerating the establishment of an original technology innovation center, and effectively enhancing the industry's independent innovation capabilities. This is the prerequisite for "harmony".
From the perspective of the domestic development environment, the era of technological innovation is witnessing its best opportunity for growth. In the new round of the State Council's institutional reform plan, the reorganized Ministry of Science and Technology will no longer be involved in the specific review and management of scientific research projects. From the perspective of industry development, the steel industry has significantly increased its investment in technological innovation research and development in recent years, achieving notable progress. A number of original and leading technologies have made breakthroughs, the pace of domestic substitution and industrial application of high-end products has significantly accelerated, the intelligent and automated levels of the production process have significantly improved, and some outstanding steel enterprises have mastered world-leading energy conservation and emission reduction technologies and low-carbon metallurgical technologies. However, at the same time, the long-standing and problem of insufficient basic research and insufficient original innovation capabilities in the industry also urgently requires high attention.
As the steel industry advances into the "deep waters" of innovation, we must firmly abandon the short-term development mindset of "seeking quick success and immediate benefits", and instead, work diligently on the long-term research project planning. With the courage of a sharp blade and the attitude of self-revolution, we should face up to problems, confront them directly, and solve them. We should handle the relationship between short-term and long-term, giving and taking, and vigorously implement the industrial foundation reengineering project. We should strive to lay a solid foundation for industry scientific and technological innovation and embark on the path of high-quality development.
On the other hand, coordinating the optimal utilization of the resources within the industrial chain, focusing on key core technological challenges, accelerating the formation of the "breakthrough power" for industrial research and development, and effectively promoting the deep integration of the industrial chain and innovation chain. This is the key to "harmony".
From the perspective of the upstream and downstream industrial chains, the steel industry shares common demands with the upstream industries in terms of technologies for efficient utilization of resources and energy, as well as green mineral processing technologies. Meanwhile, the requirements of the downstream industries for lightweighting and greening of steel materials have also determined the research and supply directions for steel enterprises. Currently, issues such as the insufficient tight connection among the three links of products, processes, and equipment in the steel industry chain need to be given attention. Additionally, there is an urgent need to pool efforts to tackle "key technology bottlenecks" in high-end products, green and low-carbon technologies, and intelligent manufacturing technologies.
In response to this, the steel industry should take on the responsibility of being the leading entity in the supply chain and undertake the following three tasks. First, it should connect with the upstream by allowing steel enterprises to hold shares or take controlling stakes in upstream resource-based enterprises, and jointly develop new technologies to enhance the utilization rate of resources and energy. Second, it should take the steel enterprises as the main body and collaborate with universities and research institutions, integrating the advantages of multiple disciplines and teams, to promote exchanges between various innovation platforms and enterprises at all levels of the supply chain, and facilitate collaborative cooperation and research efforts among multiple parties, thereby enhancing the research and development capabilities of new steel varieties, new technologies, and new processes, and creating a steel innovation ecosystem. Third, it should establish technology attack alliances led by key downstream demand users and involving multiple parties, gathering superior innovation resources to continuously carry out research and development efforts. In summary, through the integration and connection of the supply chain, the demand side and the supply side can be connected. For example, relevant platforms can be established to actively engage in exchanges and cooperation, and a "topic selection, investment, organization, application" integrated innovation chain can be established to promote the combination of independent research and development and cooperative innovation, effectively improving the integration ability and efficiency of innovation resources.
Furthermore, for the weak links in competitive fields, steel enterprises can explore more inclusive and lenient incentive mechanisms, actively cultivate innovative high-level talents in the industry, and provide more opportunities and space for scientific and technological workers in the steel sector to take risks and strive.
